SSTEC Delegation Visits Victwo for Strategic Cooperation

A high-level delegation from Shanghai Science and Technology Exchange Center (SSTEC) visited the Fuzhou Office of Victwo to discuss collaborative opportunities. The delegation included Ms. Zhou Yuanyuan, Deputy Director-General of SSTEC and Secretary-General of the Alliance of Belt and Road Low Carbon Technology Innovation and Cooperation (ALCTIC), Ms. Han Yan, Director of International Cooperation, and Ms. Zhang Yuyan, Senior Manager of International Cooperation.

Founded in 1983 under the auspices of Shanghai Municipal People’s Government, SSTEC is a specialized agency of the Science and Technology Commission of Shanghai Municipality. It serves as a pivotal hub for domestic and international scientific collaboration, innovation management, and professional services.

In June 2025, the Alliance of Belt and Road Low Carbon Technology Innovation and Cooperation (ALCTIC) was officially inaugurated at the 2nd Belt and Road Conference on Science and Technology Exchange in Chengdu. The Alliance was established under the guidance and support of the Ministry of Science and Technology (MOST) to fulfill the core directives of national leadership concerning the Belt and Road Science, Technology and Innovation (STI) Cooperation Action Plan. Co-led by the Administrative Centre for China’s Agenda 21 and SSTEC, ALCTIC comprises 26 founding organizations across 14 nations, and is dedicated to providing scientific backing for global climate governance endeavors and China’s “Dual Carbon” goals, building up a network that integrates low-carbon technologies with industrial applications, and forging an international platform for the exchange of low-carbon breakthroughs and sustainable development strategies. Professor Huang Zhen, Member of the Chinese Academy of Engineering (CAE) and Dean of both the College of Smart Energy and the Research Institute of Carbon Neutrality at Shanghai Jiao Tong University, serves as Chair of ALCTIC's International Expert Committee. The Vice Chair Units are represented by Shanghai Electric Group Co., Ltd. and the International Green Technologies and Investment Projects Center (IGTIPC) of Kazakhstan. The broader Council comprises prestigious domestic organizations such as Tsinghua University, Peking University, Shanghai Jiao Tong University, Fudan University, ZhenHua Oil, and the Environmental Development Center of the Ministry of Ecology and Environment, as well as international organizations such as Belarusian State University, the Institute of Materials Science of the Bulgarian Academy of Sciences, the Science Foundation of the Republic of Kazakhstan, the National Academy of Sciences of the Kyrgyz Republic, the National Energy Technology Center (ENTEC) of Thailand, the Climate and Atmosphere Research Center of Indonesia’s National Research and Innovation Agency (BRIN), and King Abdullah University of Science and Technology (KAUST) in Saudi Arabia.
During the discussions, Ms. Zhou Yuanyuan officially invited Mr. Edward Yang to join SSTEC as a Consulting Expert. The meeting concluded with a commitment to deepen cooperation in two key areas: facilitating the international expansion of technology companies from Shanghai and the Yangtze River Delta, and advancing the organizational development and global reach of ALCTIC. Both sides expressed a shared vision for mutual growth and long-term strategic partnership.
