The 16th BRICS Summit concluded in Russia on October 24, 2024 with the issuance of the Kazan Declaration, which commends the constructive work carried out by BRICS Partnership on New Industrial Revolution (PartNIR) Innovation Center in Xiamen, China.

In November 2020, President Xi Jinping announced at the 12th BRICS Summit that China would establish BRICS PartNIR Innovation Center in Xiamen City, Fujian Province, to facilitate cooperation in policy coordination, talent development, and project development, inviting active participation from all BRICS member states. The following month, BRICS PartNIR Forum was held in Xiamen, where representatives from the five BRICS member states jointly witnessed the official launch of the Innovation Center.

On May 9, 2021, during the 30th anniversary celebration of Xiamen Torch Development Zone for High Technology (XMTORCH), Victwo inked an agreement with XMTORCH and Huli District Government to jointly launch the Xiamen BRICS+ Technology Accelerator.

Since its inception, Xiamen BRICS+ Technology Accelerator has taken an active part in the construction of BRICS PartNIR Innovation Center, organizing the Center's first foreign online training event, first offline training event, and first BRICS innovation project matchmaking session. Additionally, it assisted Vangenes Biotechnology Co., Ltd. in becoming the first private technology company from Xiamen to successfully invest and establish a presence in a BRICS member state (Brazil) through the platform of BRICS PartNIR Innovation Center.
